WDD Acct I  (costs appropriate, see bill for actual. WWDC grants 67% of project costs and can offer loans for balance). Only listing municipal projects

  1. Gillette Regional extension for main water supply Madison Project.  This project now is bringing in the outlying districts to tie in to the main line. = 2.7M total with $1.8M grant appropriated from WWDC. Condition to successfully redrill 2 wells and resolve certain issues before project will go forward.  
  2. Glenrock Transmission Pipeline - $525K appropriated
  3. Lusk Water System Improvement (replace Well #1, well house) - $546K appropriated
  4. Newcastle Well 2016 - $495K appropriated.  Special conditions the current well belongs to the State and will sell to city at a 1/3 cost ($259K separate transaction to State). 
  5. Sheridan Northside Transmission - $1.7M appropriated 
  6. Sundance Tank (new storage tank) -  $722K appropriated

WWD Acct II

  1. Casper Underground - 416K appropriated
  2. Star Valley (capture water system, replace older lines) - 558K is 67% and town also seeking a loan for the 33% of their share (term is 30 years at 4%) so the total app 834K
  3. Deaver Irrigation District (mentioned since provides to town) - 464K with special conditions that WWD will provide project materials through grant

WWD Acct III

  1. West Fork Reservoir with appropriation of 40M, but also WWDC seeking cost sharing from Colorado or Federal.

WAM ACTION: 2/13/18

Committee discussed the new requirements for sponsors of water projects.  The project sponsor must demonstrate sufficient fees or rates can be obtained to support operation and maintenance.  O&M account for those sponsors that have taken out a loan.   Passed 4-1

 This bill relates to water revises funding criteria for water development account III.

WAM ACTION: 2/27/18 

This bill lowers the threshold for reservoirs that qualify that may add increase water project opportunities that would normally be funded in Water I or II.  Caution from Committee and opponents to not reduce the volume allowed so drastically from 2000 acre feet to 50 acre feet.  Stress to maintain public benefit. Committee commented that they want to keep for larger projects, particularly with the drastic change in volume options.  Rep Gray suggests an interim topic is future of Water Acct III.  Bill failed 8 No, 1 excused.

This bill relates to water development projects and includes authorization for specific level I and II studies, provides appropriations, authorizes unobligated funds to be used for other projects and includes municipal projects.

WAM ACTION: 3/1/18

Municipal planning projects for Laramie, Sheridan, Cheyenne, Saratoga, Glendo, and Lander.  Other multiple county projects that will impact municipality water supply are in the bill.  Rep Gray reiterated that the entire WWD funds should be holistically evaluated in an interim session.  Bill passed unanimously.
